Most commonly, EEC's engineers and scientists implement a Phase I audit with a historical review of a site and its surrounding area. Public documents, including the paper and online files of regulatory agencies, provide such information as aerial photographs, topographic maps, appraisal reports, chain of title, and groundwater information. A site inspection of the property and structures is next, by followed by extensive interviews with the owners and past and present employees.
The objective is to identify any activities that may have contaminated the site, including waste disposal practices or the use of underground tanks, asbestos building materials, and other toxic or hazardous materials. EEC's researchers don't stop at the property line. They check regulatory enforcement lists, including EPA's Superfund and FDEP contaminated site records in Florida's Petroleum Cleanup Program, and assess surrounding properties for evidence of any improper chemical use or spillage.
Ultimately, EEC's experienced staff can assess whether the site poses any liability for compliance with air, water, industrial wastewater and hazardous waste permits. A thorough environmental audit also represents the most compelling defense for a blameless property owner concerned about potential enforcement action by a regulatory agency.
